4Consulting, Inc is seeking a qualified Management Analysts to support technology consulting, application development, systems analysis, testing, data management, cybersecurity, infrastructure, or project delivery services for client projects. The selected candidate will perform duties consistent with the client’s project requirements and company delivery standards.
What you’ll do
- Research, analyze, and document current-state business processes, including workflow steps, roles, responsibilities, system interactions, handoffs, policy dependencies, and operational challenges. Develop process maps and supporting research summaries and validate findings with subject matter experts and program leadership.
- Translate functional system designs and stakeholder requirements into future-state process flows and operating procedures. Maintain updated process documentation as system designs evolve and ensure alignment between functional requirements and operational needs.
- Plan and facilitate future-state process design sessions with program and Department of Health (DOH) stakeholders. Capture decisions, proposed changes, action items, open issues, and ownership responsibilities while preparing executive briefings that communicate options, risks, recommendations, and implementation considerations.
- Assess differences between current-state and future-state processes to identify operational changes and implementation needs. Support change management and implementation planning, maintain accurate and version-controlled deliverables, and coordinate with functional, training, communications, and readiness teams.
What you bring
- Experience supporting State Government Health and Human Services (HHS) modernization initiatives, particularly Medicaid eligibility programs, involving program operations, eligibility workflows, policy requirements, and operational transformation.
- Experience supporting Medicaid Eligibility Continuing Modernization (MECM) and non-MAGI Medicaid eligibility operations, including current-state assessment, future-state workflow design, and coordination of program and operational requirements.
- Experience analyzing program policies, business rules, operational processes, and stakeholder needs and translating them into business requirements, functional specifications, process flows, and system requirements.
- Experience supporting government operating model transformation, organizational readiness, change impact assessment, implementation planning, and coordination among state agencies, program stakeholders, functional teams, and implementation partners.
