As Chief Executive Officer and the company’s Social Impact & Diversity Proponent, Ruchi directs corporate operations across finance, banking, planning, policy, human resources, employment activities, customer engagement and strategic relationships. Vivek Anand brings more than 29 years of experience leading

high-volume environments.
Unnati Pandya leads contract compliance, vendor management

Anuja Nepal is a client and talent-delivery leader with extensive
experience managing high-volume workforce programs across public-sector
and commercial environments. She oversees client relationships,
staffing strategy, recruiting operations, contractual requirements
and service-level performance, bringing a disciplined and inclusive
approach to scalable talent delivery.
Sudhir Lavu leads high-volume recruiting and workforce delivery
for complex, multi-year public-sector programs. He coordinates
requirement intake, candidate screening, vendor participation,
submission quality and risk mitigation while monitoring delivery
against contractual timelines and performance expectations.
Vijay Chada Reddy is an accomplished talent acquisition leader
with more than 17 years of experience driving large-scale
recruitment strategies for state, federal and public-sector
clients. He leads client engagement and strategic hiring for

full-cycle recruitment, compliance and vendor relationships.

Operations Coordinator
Dallas Grier serves as a central point of coordination for
consultants, subcontractors and 4Ci support teams. He manages
onboarding and offboarding activities, required documentation,
equipment returns, issue escalation and complex background-check
schedules across a broad portfolio of public-sector engagements.
Anand Y. Reddy brings more than 20 years of progressive Human
Resources leadership experience, including over a decade supporting
U.S. federal, state and commercial consulting organizations.
As Human Resources Manager for 4Ci, he leads workforce operations,
talent acquisition, employee relations, HR compliance, immigration,
compensation, performance management and strategic workforce planning.
He has supported high-volume staffing initiatives involving more
than 300 consultants across multiple engagements, established
recruiting performance metrics, streamlined onboarding, managed
HR audits and strengthened workforce productivity, engagement
and multi-state compliance.

Srikanth Gonuguntla brings more than nine years of experience
in accounting, taxation and financial management. He oversees
financial reporting, job costing, variance analysis, tax compliance,
audit support and planning for structured, high-volume
government-contract environments.
Ngoc Vu supports financial management and contract compliance
across 4Ci’s public-sector portfolio. Her responsibilities include
customer-specific billing, accounts receivable and payable,
financial and diversity reporting, reconciliation and the internal
controls required for accurate, timely contract administration.

Dipin Sukumaran is a senior delivery leader specializing in
IT staffing, workforce management and contract execution for
government programs. He manages end-to-end staffing delivery,
service levels, onboarding, performance indicators and
vendor-management workflows across IDIQ and VMS/MSP environments.
Rahul Desai is an onboarding, compliance and internal-audit
professional with extensive experience supporting large
public-sector staffing programs. He leads compliance reviews,
maintains audit documentation, monitors key risk indicators
and helps ensure consultant onboarding and engagement delivery
align with contractual requirements.
Ramish Usmani brings more than 13 years of IT recruiting
experience, including over 12 years supporting state-government
staffing programs and more than 12 years with 4Ci. As an
Engagement Lead, he aligns client requirements with recruiting
operations and drives high-quality staffing solutions for
public-sector clients. He has led workforce delivery for
government agencies, transportation organizations, consulting
firms and technology companies across multiple states. Ramish
combines client engagement, escalation management and recruiting
strategy with a collaborative, accountable approach that strengthens
team performance, candidate quality and long-term retention.
KK Singh is a seasoned operations leader with more than
19 years of experience overseeing India- and U.S.-based
delivery teams across operations, workforce management
and vendor coordination. He aligns offshore operations
with global business objectives, supports cross-border
delivery oversight, manages hiring and operational teams,
and strengthens workflow governance, resource transparency,
KPI alignment and service continuity across distributed
delivery environments.
